General Information of SINOPEC Qingdao Safety Engineering Institute

SINOPEC Qingdao Safety Engineering Institute (SSEI) was founded in 1979, as the comprehensive safety research institute directly under SINOPEC. Through the developing of more than 20 years, SSEI becomes an important researching base in the technological innovation, technical progress, application development of Health, Safety & Environment (HSE) in petroleum and petrochemical industries in China. It is also the leading technical support organization for the safe management, hazards prevention and control, emergency response of hazardous chemicals.

The general goal of SSEI is base on the key safety work within SINOPEC, follow the principles of close to enterprise, close to production, close to market, emphasize on application development of HSE technology, provide technical guidance for the decision-making of work safety in SINOPEC, provide technical support for the safe production, environment protection and occupational health within SINOPEC enterprises.

Based on the work safety situation in petroleum industries and practical needs of enterprises, SSEI develops main research in following fields.

1. Technical Research on Long-term Safe Operation of Process plants.
According to Sinopec development stratagem, centered on the plant safe operation to improve Sinopec economic profit, emphases are put on the processing the high sulfur and acid crude oil equipment corrosion and mechanical integrity researches for the oil deterioration, progressing the anti-corrosion technology, developing the advanced reliability technique results, to improve the inherent safety.

2. Technical Research on Chemical Emergency Response
Mainly develops research in prevention, monitoring and control technology in chemical emergency response, which plays the leading role domestically. The national emergency response hotline (0532-83889090) was established on January 1st of 1998 servicing 24 hours a day and 7 days a week, which provides nearly 1000 times of consultation in each year.

3. Research on Typical Chemical Reaction in Petroleum Production
Mainly studies the fire and explosion mechanism for typical chemicals and related prevention and control technology, to avoid and reduce the occurrence of calamitous accidents in production link and other links.

4. Research on Risk Assessment Technology for Petroleum Installations and Construction Projects
Mainly develops research in risk assessment and control technology for large-scale tank farms, long-distance pipelines, as well as petroleum installations, to guarantee the safe and stable operation.

5. Research on HSE Management and Safety Training
Deals with the developing of HSE management system, drafting of standards, consultation to enterprise, HSE supervision and safety training, to provide technical support for the establishment of SINOPEC HSE management system.

6 Technical Research on Electrostatic and Lightning Protection
Mainly studies the sets of technology of electrostatic and lightning prevention for large-scale oil depots and pipe lines in order to prevent the fires and explosions in the fields caused by electrostatic and lightning. The electrostatic laboratory is high-class and the lightning laboratory is of advanced measure instruments and surge protector.

7. Research on Monitoring and Testing Technology for Workplace Safety
Mainly studies and develops monitoring and testing technology of hazardous factors in workplace and safety monitoring instrument, provides more powerful technology support for standardizing management of monitoring and testing and relative technical standards of Sinopec.

8. Technical Research on Occupational Hazard Prevention and Control.
Deals with the occupational hazard control in petrochemical work place, health assessment methods and occupational disease prevention and control methods, to fulfill the demands of SINOPEC in chemical, noise and other hazards prevention and management.

9. Research on HSE Information
Collects HSE information from home and abroad, runs the journals entitled Safety, Health & Environment and Team & Group Safe, maintains SINOPEC Safety NET.

SSEI was granted with following business qualifications.
1. State Class A qualification for the risk assessment of petrochemical projects.
2. State Class A qualification for the assessment of occupational hazards.
3.Qualification for the certification of HSE management system
4. Class A qualification for the work safety of testing and inspection
5.State qualification for special measurement and certification
6. State Level A qualification for safety training
7. Designing qualification for noise control
8. Qualification for occupational health supervision.

SSEI owns more than 100 sets of inspecting, testing, analyzing instruments and testing apparatus, which include auto-ignition tester (ZPA-3), accelerating rate calorimeter (ARC), full automatic flash point tester, explosion limit tester, sustainable ignition tester, minimum ignition energy tester, simultaneous thermal analysis tester (STA) and Ionic Chromatograph.

SSEI was awarded of the research prizes and innovation prizes above the provincial level for nearly 40 items, which include 3 times of SINOPEC second research prize and 5 times of SINOPEC third research prizes.

Safety control Lab for hazardous chemicals being enrolled in the first batch of national key labs which were certified by the State Department of Science and Technology.
